Lt. Col. Robert Mooney assumed command of the Delaware Wing Civil Air Patrol on 9 June 2018. He joined Civil Air Patrol in 2006 and was previously serving as Delaware Wing chief of staff along with the roles of operations director, USAF liaison officer, and homeland security officer — a job he’s held since he joined in 2006. Over his CAP career, he has alternated serving in many of these positions, as well as vice wing commander, government relations advisor, and transportation officer.

He holds a multitude of emergency service ratings including incident commander, liaison officer, public information officer, mission safety officer, mission radio operator, mission observer, mission scanner, and communications unit leader. He is also rated as an air operations branch director and section chief for finance, logistics, operations, and planning.

Lt. Col. Mooney is a graduate of CAP’s National Staff College and Northeast Region Staff College. He is a recipient of the Gill Rob Wilson Award, CAP’s highest award for senior member professional development.

In addition to his work in CAP, Lt. Col. Mooney has served in a number of leadership positions during his long career in law enforcement including command positions in the United States Air Force and Active Air Force Reserve. He also served as the of the Mayor of the Town of Camden, Delaware, Governor Appointed Commissioner of Homeland Security, and as a Delaware State Police officer for 20 years. Since 2003, he has served as the Delaware Crime Stoppers Executive Director.

He holds a bachelor’s degree in Criminal Justice from Wilmington University and completed graduate coursework in Police Science at Eastern Kentucky University.
